HHSC Developing Quality Incentive Payment Program

The 84th Texas Legislature placed a rider in the 2016-17 General Appropriations Act that directed the Health and Human Services Commission (HHSC) to replace the current Minimum Payment Amounts Program (MPAP) with a Quality Incentive Payment Program (QIPP). HHSC Rider 97 of the Act states that the “additional payments to nursing facilities through the QIPP should be based upon improvements in quality and innovation in the provision of nursing facility services, including but not limited to payment incentives to establish culture change, small house models, staffing enhancements and outcome measures to improve the quality of care and life for nursing facility residents.” The rider further states that this transition must take place no later than September 1, 2016.

As a result of this legislative directive, HHSC staff have been developing the framework that the QIPP will be based upon, and they met with interested parties on August 28th to share with them the direction they are heading with the proposed new program. According to agency staff, providers will have to submit to HHSC a proposal for a project that would comply with the quality directives of Rider 97, and the proposal would have to include cost and valuation estimates. If approved, providers could qualify for increased funding through a mechanism very similar to the Intergovernmental Transfer (IGT) process currently utilized by the MPAP program.

HHSC anticipates having a draft paper regarding the QIPP developed in the next couple of weeks, will share that document with interested parties and solicit their comments.
